BARRIERS TO CONDOMS – IMPLEMENTING AND DOCUMENTING ADVOCACY STRATEGIES
More than 25 years into the AIDS epidemic, community-based organizations continue to struggle to maintain and expand access to the single most effective HIV prevention intervention for the vast majority of infections – the use of condoms.
This report is an analytical summary of three case studies in India, Jamaica and Cambodia. It indentifies consistent themes in the barriers faced by the populations they serve, in accessing condoms, as well as the process the Jamaican Network of Seropositives (JN+), Sangram (a sex worker peer education project in Southern India), and the Cambodian Alliance for Combating HIV/AIDS (CACHA) followed to develop their advocacy plans and activities. The lessons learned from these three case studies will hopefully inform and inspire similar efforts around the globe.

| HIV-related travel restrictions -
ICASO welcomes President Obama’s announcement of the end to the US government policy to restrict entry to people living with HIV without a special waiver, which has been in place since 1987. The change will take effect in early 2010. As a member of the International Task Team on HIV-related travel restrictions, ICASO led the process for a civil society sign-on letter submitted to UN member states in 2008, calling for the removal of restrictions and for no further AIDS-related meetings to be held in countries that have such restrictions. The letter was signed by over 400 organizations. The immediate effect was felt at the United Nations High-level meeting, where the president of El Salvador and the UN Secretary General made a public appeals for the removal of the restrictions in countries such as the US and China. | Sign on letter - Civil Society Statement on ART for Prevention.
On October 14 - 15, 2009, civil society organizations from around the world came together to discuss the many issues related to ART as prevention. Participants issued a statement to the participants at the consultation on ART as prevention, hosted by the World Health Organization, held in Geneva on 2-4 November. EN | ESP | FR |

A new
publication – Verdict
on a Virus: Public Health, Human Rights and Criminal Law – shows
that a simplistic ‘law-and-order’ response
to HIV and the way in which individual court cases are reported
in the media only serve to intensify a climate of denial, secrecy
and fear. This creates a fertile breeding ground for the continued
and rapid spread of HIV.

| The International Treatment Preparedness Coalition's (ITPC) latest report, Making Global Fund Country Coordination Mechanisms work through full engagements of civil society, is now available. Click here to download the PDF version. The new report looks at the functioning of CCMs in seven countries: Argentina, Cambodia, Cameroon, India, Jamaica, Romania and Uganda. ICASO supported this work as a member of the Project Advisory Committee and funded the research by ITPC partners in five countries. |
