ICASO announces Dr Robert Carr as its new Associate Director: Policy and Advocacy

TORONTO – The International Council of AIDS Service Organizations (ICASO) is
pleased to announce the appointment of Dr Robert Carr as the new Associate Director,
Policy and Advocacy, to its International Secretariat.
Dr Carr will begin his role as Associate Director in a part-time capacity, while based in
Trinidad, until the end of 2009. This is to ensure an appropriate transition period for those
organizations for which Dr Carr currently works namely the Caribbean Vulnerable
Communities Coalition and the University of the West Indies. ICASO strongly believes
that the recruitment of key leaders from country and regional levels be undertaken with a
focus on supporting the sustainability and capacity of those organisations from which
they are recruited.
Dr Carr, originally from Trinidad, has a PhD in English and a Masters degree in Social
Work. He has been teaching at universities in the Caribbean and the United States for the
last 17 years. In addition, he has worked for the past decade, on HIV and AIDS at the
national, regional, and global levels. He is the former Executive Director (and now
Board member) of the national NGO, Jamaica AIDS Support for Life. Four years ago, he
helped establish the Caribbean Vulnerable Communities Coalition, a Pan-Caribbean
alliance of frontline service providers serving marginalised groups.
Dr Carr brings a wealth of experience to AIDS advocacy at the global level. This has
included serving as a member of the Steering Committee of the Global Coalition of
Women and AIDS, as the Co-Chair of the Global Forum on MSM and HIV, as a member
of the UNAIDS HIV and Human Rights Reference Group, a member of the International
Steering Committee of the International Treatment Preparedness Coalition, and as
Alternate NGO Delegate for Latin America and the Caribbean for the UNAIDS
Programme Coordinating Board.
As Associate Director for Policy and Advocacy, Dr Carr will be responsible for providing
strategic guidance to ICASO’s global program and managing specific policy and
advocacy initiatives. This will include being responsible for overseeing the global
initiative of the Civil Society Action Team (CSAT).
ICASO looks forward to working with Dr Carr as we mobilize and support diverse
community organizations build an effective response to achieve universal access to HIV
prevention, treatment, care and support for those living with and affected by HIV and AIDS.
