Carlos Garcia de Leon has been active in the AIDS movement since 1990. He was a member of AVE de Mexico – one of the leading organizations in the response to HIV in Mexico over the last years – and was its President until 2005 and a member of the Board until January 2009. He was the founder and Coordinator of IMPULSO, a Mexican organization that provides technical assistance to the private sector in the AIDS field. Carlos was also a member of the Executive Committee of the North American Treatment Aids Forum, and Co-chair of the tri-national Forum in 2005. He was the Mexican representative for the Latin American and the Caribbean Council of AIDS Service Organizations (LACCASO) from 1997 to 2009. Carlos holds the position of professor of the AIDS Diploma of the National Health Public Institute in Mexico, and is a well-recognized facilitator and lecturer on HIV and AIDS in Latin America. He is also an LGBT rights activist, and was chosen as the Mexican civil society representative on the Conference Coordinating Committee for AIDS 2008. He is a dental surgeon and a sexologist. He lives with HIV. He is now the Prevention and Social Participation Director of the Mexican Aids Program. He lives in Mexico City with his partner Julio César.
